What will actually get someone banned in Gold and lower elo?
So I seem to be running into a problem (as well as I am sure others) where in Bronze, Silver and Gold, players don't give a crap when they are asked to please ban someone. Especially the winning team. They just go, "pffffft, we won, who cares". But what they don't realize is that toxic person could end up on THEIR team...and that is what happened recently to me, but with a little twist.
For example, lets take one of my games last night.
Our comp:
Top: Me as
Mid:
(decent player. No compaints. Tried her heart out)
Jungle:
(No compaints. Wish he would have built a little more tanky, but in a 4v5, its a crapshoot on what a decent build would be)
ADC:

Support:
(pretty decent also. No compaints)
So we are red side, and I stand solo in the bush next to Red buff to make sure they don't invade.
The rest of the team was bot side waiting to leash Xin at his blue. So far, everything pretty standard. Lucian decided to go out and scout a little, got caught and got killed. Happens right? even to pros. So in chat, I said something like, "oh man, that's not a good start. ok, lets focus". Might not be exact, but that's pretty close. The lucian LITERALLY gets defensive and starts telling everyone to shut up and whatnot (but with a little R-rated language). In team chat (not all) I tell everyone to just mute him because he will just tilt our team. Kind of standard stuff still right? Well, he immediately AFK's after I tell everyone to mute him. If you want to go look on op.gg for proof on the Lucian afk'ing. So, so far...nothing too CRAZY. Unfortunate luck to get a little kiddie rager, but w/e. Happens to the best of us.
So, we did our best, we actually won a couple of the mid game teamfights just due to my aoe damage and being able to ult xin or ahri or myself. The game lasted like 26 mins or something and we just couldn't deal with their split pushing. With them having an

...they just stood at the outside turrets poking while

were pummeling mid. Good strat on their part. They knew after a couple team fights, we could win if grouped up. Props to that strat.
So, back from the 2 min mark all the way up to the end of the game, our whole team was nice and just requested that they report Lucian in all chat. Couple of opponents were cool about it and said, "oh bummer...sorry about your lucian..we will report". And that is all I ask.
Here is where the "twist" ensues and I get confused on what not only constitutes a ban, but if they will get one:
So Nami and Darius on the opponent team decided to take it a bit further and said this in the end game chat:
"we are not reporting lucian because you didn't /ff @ 15 mins and wasted our time. next time /ff"
Nami and Darius kept spamming in /all chat, "ff @15?" after we announced Lucian AFK'd and then once it passed the 15 min mark, "ff @ 20?" Over and over again.
I reported all 3 (Our Lucian obviously, and the Nami and Darius), but my question is this. What is it going to take to ban these kinds of kids from playing the game for a few days? Clearly Lucian SHOULD get a ban, but I have yet to get notified that his ban was issued. And I also believe Nami and Darius should be banned for NOT reporting our Lucian simply cause we "didn't /ff and save time". It's different to just leave, not say anything and not report. To me, it's toxic and ban-worthy if you acknowledge the AFK'er like they did...but then get butt hurt that the game lasted 11 minutes longer than they wanted, so they won't ban.
Can I get a Riot to explain to me what is grounds for bans in that situation? Am I right in saying that Lucian, Nami and Darius all should get a ban?
