There needs to be a way to report people outside the end-game lobby

No, a report option in champ select isn't a good idea, but either way there should be a way to type in someone's name and write a report on them. I am tired of people being extremely open about the fact that they will troll this game, and someone else has to take the hit and dodge. They won't get punished until someone actually plays a full game with them, and by then the other players will have lost LP and thereby been punished themselves for trying to get a ban on the trolls.
