Dodging a game
If I get players who are on my team and go troll picks then type "we are trolling this game" and I dodge then get the 5 minute wait timer... Also, who goes into a ranked game for the soul purpose of trolling?

The five minute timer isn't there to punish you for dodging a game that may have had a troll, but rather to prevent people from abusing it and using it without thinking. If there were no punishments for dodging, it could take ages before players got into matches, especially draft pick/ranked.
Some people go into ranked games with the intent of trolling as possibly an outlet for their frustration, to elicit negative reactions, or to prove a point (whatever that point may be). I wouldn't say that it's the best use of anyone's time or efforts, but those are probably the bigger reasons people intentionally create negative in-game experiences.
