What was the reworked honour system supposed do to improve player behaviour?

Just got flamed hardcore on couple last games I played and would like to know if the new honour system was supposed to remove this or make less of it...

nothing with remove toxicity, but it'll reduce it.

There will always be dicks.

New honor system does cause a distinct and quantifiable difference in privileges between folks that stay sportsmanlike and folks that flame their teammates.

It was reworked because of how pointless and neglected the old system was.
