Are Baccai equally as strong as normal Ascended beings?

One simple answer: We have no idea. We have practically no information whatsoever on Baccai.
No, they are mistakes. Failures. The idea of a Baccai is meant to be a failed Ascension, how is it a failure if they are just as powerful as an Ascended? If anything most the time people either die from the ritual (as indicated in Renekton's story), as it's dangerous, some succeed and some fail and become Baccai, probably grotesque monsters, that are killed out of pity shortly after the process.
Baccai are failures of the Ascension. They are weak, malformed, unfunctional, short lived.
They are unworthy to become champions according to Dinopawz. That shows how pathetic they are compare to the Ascended.
I like to think of them as being powerful albeit grotesque and highly unstable (i.e. they'll die within days as their body's cells degenerate).
