I know as a player I'm tired of Honor level 4 characters cursing up a storm and not being punished because of their honor level.. (half joke half serious. I just had an aram where an honor 4 player called me a pathetic F***T POS and I reported him and 10 minutes later nothing)
Deep Terror Nami3 votesHonor doesn't have any impact on punishments or reporting. What matters is how frequent and severe their behavior is. You also have to keep in mind that you won't always receive notification of a player you reported being punished, but I assure you that Riot treats hate speech (such as homophobic slurs) seriously and it's a very easy way to get a quick account ban; I wouldn't worry too much about him not being punished for that.

Deep Terror Nami1 votesTo show the image, don't put brackets/parenthesis around the URL. It's usually better to just right click the "permalink" button and copy and share that though. Anyway, I checked the images and saw what it is.
I had to edit that comment because it was inaccurate. You do still decay and can get your account back into good status, but you have to play games and show your improvement. How long it takes is dependent on that rather than on a set time, so people that don't play or have worse behavior will take longer. The Honor system is now in the mix, though, and earning rewards from that are separate and all you have to do is get honored on a regular basis to raise your level back up.

I showed them what you said about the punishment reducing in 1 stage after 3 months/play games to show your improvement, but they seem to ignore it.
