Why is it that because it's a "smurf account" they can't get punished as if it were their main account? Can't Riot find a way to ACTUALLY punish people, even on smurfs?

The smurf account can be punished. Outside of connecting every account to a specific phone number or something (which I am okay with 1 account for 1 phone like Clash planned); no guaranteed way to determine accurately.

Because there's no way to tell what his main is, unless it's some streamer who also streamed on that account.

He said he's a smurf? Good for him. Unfortunately that doesn't really prove anything. Otherwise I could just say "Faker is my main account", int, and then whoops Faker got banned wonder how that happened.

It sucks, sure, but there's actually no way around it that would actually work and wouldn't kill League.
