Riot: If I report someone, don't make me support them again in the next lobby
Seriously, is it really hard to understand that if I report someone for unsportsmanlike conduct that it means I don't want to play with that (type of) person again?

Wouldn't it be wonderful if Riot actually cared about the people who are actually trying to play?
At lower ELOs this might be alright but can you imagine the abuse cases in Diamond+? Where most people know each other?
Just be technicality, most people will do at least one reportable action, eventually. What happens when you end up reporting anyone you don't want to play against? Who's gonna be left?
Diluting the competition pool is not the way to go... though I don't know how to solve this issue, either.
This happened every promo prior to the reporting system update last season. "Oh yeah, he threw your promo huh? Well, give him another chance."
I once supported someone that constantly blamed me and insulted me for their mistakes. After the game ended, I got up to make some food and use the restroom. Queued up again, got the same player.
I've also had days where I got the same people back to back, sometimes on my team, sometimes on the enemy team. Had an entire week where I met the same guy, always played Tryndamere (I recognized his username because it was lewd).
Waiting to requeue doesn't always guarantee you won't get that play again, I can confirm.
This why I roam support only.

And this is why we need the return of the Unskilled Player report option.

Riot could make it so you at least aren't on the same team for like a day or something.
That way you don't have people abusing it or something.
