Can Riot help the new players more about the importance of runes and masteries?

I just played a flex game and got a new 30 lvl player who was a otp playing top lane with random runes and masteries he didnt even have keystones .And when i asked him why he doesnt play with keystones he honestly replied with "i simply dont know what they do" this guy got matched with SILVERS like HELLO? RITO?? other than the fact that he got flamed by my team, i just told him to visit yt and google and look for ww runes and masteries since he wasnt a bad player but he missed a very very essential feature that would help him to win games more easily. So again Riot fix the match making system and provide more info on how to use masteries and runes to new players( btw i didnt lose the game so i dont write this out of tilt )
