My honor level is 0?

Hello, I am wondering why my honor is level 0 after the season reset? I can not remember If I had been punished previously on this account or if somebody has had access to this account (hacked) as I uninstalled league several months ago however today I have decided to re install, and I see its season 8 and everything including honor is reset, however I went to look at my honor and it is at level 0? and says honor rewards are locked?

is this because of the reset or because im only level 15? Please help im conufsed

EDIT: it seems there was a two week ban a long time ago on this account, and that honor levels 0 and 1 stay the same even after a reset.
