Bring Back Public Tribunal to a Degree

I thought the public Tribunal was more efficient at dishing out punishments, maybe not efficient, but it allowed for the community to dish out the appropriate punishment. Granted an automated system makes thousands of reports a day go a lot more smoothly, I just find it disappointing after looking back on it, I had a 97%+ accuracy on the Tribunal and felt respected by my friends and the other Tribunal members. It gave me pride to be able to take an active role in the community to help punish bad behavior, AFK or trolls. However, now I feel like reports are barely dealt with and I feel like reports are just laughed at. Even after games, when someone who was extraordinarily toxic was typing in chat, they'd laugh after game where people would report him, as if though he did it in his last game, got reported and washed, rinsed and repeated. A healthy mix of public and automated systematic Tribunal would be more appreciate by those of us in a lower elo. Don't get me wrong I'm ecstatic with the addition of iron, because eventually the toxic players will find themselves in it, because toxicity doesn't get wins.

the tribunal was insanely slow and had a higher % of false positives than the IFS we have today

realistically there's no advantage the tribunal has over the IFS

Old Tribunal was super INefficient. It's one of the primary reason old Tribunal died to begin with. The community had been able to "dish out" punishment since at least Season 3 when I started playing. It's called the report button.

what percentage of that 97% was punish and what was pardon? Tons of people just pressed punish to get their rating higher, most of them bronze and silver.

My first account got a warning for feeding and in the report card games were from when I was level 5.

Tribunal was a joke, especially since everyone could join.

I would not be against a new tribunal provided that the automated system FIRST judges the reports are valid, dishes the punishment and tribunal can escalate or de-escalate the punishment tier.

Let's take a deeper look into this problem space first before your proposed solution. If I'mreading you correctly the following is the problem space you are trying to tackle:

You want to feel that your reports do something to better the game. You want to know that your reports do something.

This is a problem of visibility of the behavioral system, which is certainly lacking.

But is Tribunal the solution to it? Others have already pointed out that Tribunal was horribly slow and inefficient. However, it did give players a good feel that they were doing something to clean up the game.

Have you seen this Monthly Report Cards community concept? Not only it gives clarity towards your own standing in regards to behavior, it also gives you a feel on how well your reports are doing.

Now 9 months ago, Riot Tantram did say they were working on something more compelling than MRCs, but there was no other word from the behavioral team since then. Are they still working on the concept? Has it been iced boxed? Have they been pulled to work on other engineering projects so that champions (like Karma) can be reworked?

That said, how would you feel if you had something like the MRCs?

To reiterate, I am not suggesting to bring back the old Tribunal system. I am suggesting the action of people in the community can see reports, or know if their reports were worth while, to help clean up the lower level elos. Having been stuck in Bronze and Silver for the past 8 years, I would like to say I have some knowledge of what I am talking about. We've all seen it at one point or another. Troll picks, feeding, toxic behavior, and overall making the game less enjoyable to be in. It'd be nice to know that a report could be the difference between a troll who ruined your promos or placements, would get a warning, ban or temporary ban, had an impact on the rank you are/were in.
