ZERO Name Punishment

I constantly play games with people who have vulgar names. I always report them, but here recently, I have started writing them down and it seems that none of them are every name changed by riot. I am talking about names with words such as "Dick" "%%%%" "Pussy" "%%%%%%" "Whore" Bitch" but all spelled with one alt code letter in them. Why is there no initiative to clean up summoned names/club tags when there is such a push to change player chat behavior?

Blocked words are "N****r" and "C**t"
