LOL, yep once your banned you lose the ability to get anything from riot for the season :D sucks but it's kinda fair(punishment and what not, editfor season rewards)
The "reform period" that you need to go through before becoming eligible to earn hextech loot again will be longer the harsher your punishment is. A 2 week ban is the harshest punishment short of a permanent ban, so the reform period is going to be quite long. If you continue playing with positive behavior, you will eventually become eligible again.

It took me literally 4 days of playing maybe after my ban to start getting rewards again. So idk dude
