Is threatening a ban upon a player Reportable?

So i was playing ranked and i saw yellowstars trundle support guide and i wanted to try it out myself and a guy got really mad because i played him as support and acted like a riot moderator and threatened a ban on my account and also flamed me is this Reportable offense if so which section would this fit best for a report?

Yes, and I'd put it under Verbal Abuse. If they actually claim to be a Rioter, that is taken pretty seriously so you could feel free to submit a ticket with screenshots if you really wanted to.
