Why can't people be banned for refusing to cooperate with their teammates?

We just had a game where I was 4/0/something mid. Our bot lane was 3/0. Our top lane was 5/2. Our jungle refused to ever group with the team. He constantly split pushed and died. We asked him 100 times to group with us. He refused. We ultimately lost because he refused to play with us.

This idiot just wasted 4 people's time because he refused to cooperate with his team. I don't see why this isn't just as bannable as intentionally feeding. I can understand having your own strategy, but when it hasn't worked the first 27 times you've done it and your team is asking you to play with them then you're wrong.

A person who does this is actually a shitty fucking human being. Even if it isn't bannable. Seriously, fuck you kid. Fuck. You. Your selfishness and pig headedness just wasted four people's time. Fuck you.

Who gets to make the call of what action is the "right" action? I'm all for playing with your team, but enforcing following the team specifically through punishments is not something I can endorse.

Only thing you can do in this situation is follow them for your team is grouped.

You know what you do when one of your team mates doesn't want to group? You (all 4 of you)force him to group by going where he is!
