Using the Overwolf-Replay_Hud?
I see that nightblue uses it but I am not a big twitch streamer so....
Could I get banned using it?
Anyone else use it?

You can technically get banned for any 3rd party app. While RIOT turns a blind eye to certain apps that provide no gameplay advantages (such as curse after the update) that doesn't mean that app will always be allowed. If you don't want to get banned, best bet is to not use any 3rd party apps ever.
I don't think you could, just based on what it's doing. It's just saving the video that was on your screen and letting you replay it. If I was using it, and Riot tried to say that it wasn't allowed, I'd contend it, saying that Twitch Streamers have the ability to see such video by the merit of watching their own stream as they play, and this is functionally no different.
