It should count, but remember that it takes more then one report or game to get punished in most cases.

I'd like to point out also that swearing in and of itself is usually not considered toxic....IE: The F..K on it's own is one thing but the FU is different. That's not a great example but it's what I see on the post.

Let me say it like this, you are allowed to curse within reason you just can't curse at others, specifically when using it as an insult.

I don't believe the automated system will count it, no. If they said anything offensive in the game, that'll count. If a real person ever reviews their cases, he'll be able to reference pre-game chat. But the automated system can't use it.

If they do harass you after your game, screenshot and send in a support ticket with them. The Player Support team does take those screenshots into account. I had a player add me after a game and just spam me with threats/offense for a solid thirty minutes, and they told me that it does matter.

reports don't matter, riot doesn't do anything about trolls.
