Why does it seem like matchmaking gets worse the closer to rank 1 of each division you get?

I never really bothered with ranked until two seasons ago, and all three times (this season included), my climb to the rank 1 spot of each division is relatively smooth, but then as I actually get into B1/S1 for example it seems as though I'm deliberately matched with people who pull shit like AP Shyvana mid, tank Ahri APC, as well as autofilled role-hijacking inters, and of course the bot laners who lose within 15 minutes while also snowballing the enemy bot laners.

I'm currently sitting at 7 or 8 losses in a row because of this and I just don't know what to do about this shit because it's honestly just completely out of my control no matter how well I try to do I'm always suffering because of the mistakes and outright stupidity of other people.
