Players that have an outburst get banned, but long term toxic players seem to never be punished. Here's how I was apparently toxic, for calling one of the 4 man premade "stupid" The "monkies" thing was cuz the enemy invaded and blew all their sums and died to my team at the start of the game, was in team chat so the enemy team couldn't even see it

Do you even had proof of this ? I wont lie i was toxic in the past and i always got punisht for it my last punishment was in september of 2018 and i have being clean ever sins heck im honor lvl 5 now. My point is toxic people DO GET PUNISHT the system just not always let you know this and by seeing your logs you actually give proof toxic people do get punisht though.

It only seems biased when you don't understand how the system works.

Let's have you understand the behavioral system a bit more. Think of it like a health bar (or tension meter) in music games. When you hit the note at an off beat, your tension meter increases. When you completely miss a note, the meter increases by alot. When you hit the note at good timings, it reduces the meter.

Riot's behavior system works the same way, as in we all have a toxicity meter attached to our accounts. When players are mildly toxic, it goes up a tad. When people use hate speech, it pretty much fills up the meter. of course, clean games reduce the meter.

You can ask why you don't see those long term toxics get punished, that's because the reform card only shows the punished 1-5 recent games as examples of unacceptable behavior, and you'll only get a punishment notification if the game you reported them shows up in the reform card.
