So I just had a game where our jungler dc'd early on in the game, but the jhin and nami claimed that something came up out of the blue for him. So I wanted to report him for afk because it really screwed us over because it was a 4v5, but they said to not report him since it was something he didn't expect. So I was just wondering if in that case we should still report him since it did make the game 4v5
Yes but as long as you don't do it do often, you don't really have to worry.
If someone goes afk for any reason, report them.
I've had games where I've had no choice but to leave. Once was because my neighbor had a seizure in front of his daughter, and I had to calm her down. And honestly? If anyone reported me then, I gladly take those reports because yes, it is my fault for leaving even if I couldn't control it.
Your best bet, if something comes up, is to tell your team. Some people will understand and will even surrender if it's the 20 minute or past the 20 minute mark. However, not saying anything or just straight up starting a surrender and then saying "I have to go" when the surrender fails, will not go well. I've had a few games where someone has started a surrender and then said "I have to go" after it failed. Me and a few others had stated that they should've SAID SO before the surrender, and we would've surrendered.

Going AFK for any reason at all regardless of context is reportable. It doesn't really matter much if you report them or not, as Leaverbuster will automatically flag them.
going afk in general is reportable
every single thing in league is reportable even winning.
