Question about normal draft

Curious about the design decision behind requiring locking in your champion selection. I have been away from league for about 6 months and am getting back into it with some friends I forgot to lock in two times and now I either force them to wait 15 minutes for me or I have to sit out a game. I had chosen a champion I just got distracted by choosing runes and masteries.

So I want to know what the reasoning behind the decision to require locking in is.

It makes champ select a lot faster. Now that people lock in we don't have to wait ~40 seconds for each player.

That is a good reason to have a lock in button, which I agree with but it doesn't explain why you get flagged as queue dogging for not locking in.

probably so people can't bot them. best reason i've been able to come up with.

can't bot them? You mean a bot player? if so, all they would have to do is have the bot do one extra click.

i guess. personally not too sure how botting works as i've never done it. didn't know if they had to have the bot know when to do the extra click seeing as you're normally not in the same picking order every game.
