Its really annoying, and makes the process much longer than it needs to be. These accounts need to be permabanned. Not only that, it should be a linked ban--any account using bots should have all accounts associated with that email or any payment info on file deleted. Just bring the fucking hammer down on these people please.
The issue is these companies levelling accounts for sale literally use a different email for each account, and they generally don't buy anything with them (or if they do they use one time cards like visa gift cards, etc).
They do ban them quite frequently actually. The issue is that the operators can literally just go create a new one 5 seconds later.
It's the best when you still get them at summoner level 30 in ARAM. 0-22 pantheon a few games back, this was on the other team and it is still annoying.
