How does riot let this toxicity pass?

League is almost to it's 9th season. However a player can still tell another player in a game... to "Step on a lego"?! Does riot ever plan on taking their job to police toxicity seriously at all? This is a seriously fk'd up statement, have you ever stepped on a lego? It is perhaps the most painful experience I've ever been through while walking across my living room. That this phrase still does not at least get someone a 14 day suspension IMMEDIATELY goes beyond my comprehension. Riot plz wake the fk up before you lose your entire playerbase to this over flowing cess pool of toxicity.
