People like this should REALLY get perma banned...

Not gonna name any names cos it's not allowed by the rules, but yesterday I got this guy in my team who said that "my mother should have thrown me away right after I was born", other than the usual "cancer" thing, and general insulting. I of course reported him, but I have not received any pop-up about the issue, which leads me to assume that the guy is still around. I really don't think anyone should be getting away with saying stuff like this though... Just saying Riot...
