Pretty sure i just encountered a DDOSer

what do i do? like it was pretty obvious my ping was fine yet me game would freeze and crash then everyone on my team took turns dcing wile the other team played just fine i cant really figure out who it was several of them exhibit suspicious match history (incredibly short games and people on the enemy team with incredibly low cs) but i do not have enough evidence besides the fact that my team was all taking turns dcing even thou our ping was fine. so how do i get riot to take a look?
