Can people actually get punished after just straight leaving the game?

So basically i got into a game with my friends(on my alt not thhis once since its banned), and we were good for about 5 minutes. Thats where something normal started to happen, bot started feeding! Yaaaay. They lost against ahri adc and evelynn support, and they left. Me and my other 2 friends reported them and i expected an instant feedback as usual because i get one everytime i report somebody and they get punished. So i asked my other friends i they got an feedback about that and they said nope. So why do players get away with leaving the game just so they cannot que into another game for what 10-20 minutes, while every single other offence is punished by a ban? And even if they got punished without me getting the feedback why is the punishment for leaving higher que time instead of a ban?

You really don't, though. That's not how it works.

You have some misconceptions about how these systems work. AFK/Leavers are not handled by the same system that punishes chat and gameplay offenses. Leaverbuster is not going to punish someone for leaving one game. If they do it too much, they'll get low priority queues. If they keep doing it, they'll get suspensions.

First of all, instant feedback is not sent for AFK punishments.

Second of all, players are not instantly banned for one AFK because, to put it bluntly, shit happens and people need to leave for emergencies or various reasons.

Third of all, players are not punished for one instance of AFK, because again, emergencies happen.

Well something you should know is an instant feedback for reporting someone doesn't always happen. Which I personally feel it should always happen or never happen at all. It's stupid that it's random but that's how it works right now. Only sometimes it pops up and sometimes it does not.

Second, I can confirm that leaving a game will not get you instantly punished. Trust me. You can go into a game right now, leave and nothing will happen to your account. The only reason you will be punished is if you do it very often. But if you leave long gaps in between like say leave one game, then don't leave for like 20 games, then leave again, you most likely won't get punished. I've left plenty of games and I hardly ever get punished, but if I do get punished, it's not even that severe. You just get a longer queue time when trying to go for a game. The only way you can get banned or suspended is if you were you constantly afk all the time or very often without many games of no afk in between.

The only reason I tell you this is because there are people who abuse this and the punishments arent severe so maybe if more people do it, riot will actually do something about these afk rage quitters.

League has a "forgiving" feature where if you are in good standing and you derp out of a game (be it for reasons out of your control or because you could) you won't get punished in that instance

however your "good standing" is now gone and you need to rebuild it by playing games and not leaving

riot will not always inform you if a player you reported got punished; it is meant as a rare feature

now, what you mentioned in the last part of your post is a leaver buster. which only occurs if you have a record of leaving games frequently and lasting around 5 games at a rough minimum

as for why that instead of a ban, I don't know honestly if a ban is on their punishment list for frequently leaving games; so they go with something easy to dish out automatically that the system can detect

banning a player is usually a last resort for Riot and often only reserved for people that royally dun goofed (and have done so multiple times)

League isn't a perfect game, players can dc out of a game just because the client has willed it; or due to shotty internet that they can't upgrade because they can't afford it, or that is the only internet they can get

So banning a player for something that can often be either be something out of riot's control or the player's control is a touchy subject
