I admit I have a leave buster punishment but why is the following thing in my post an issue?

To sum it up I have a leave buster punishment going on at the moment but something seems to keep happening and it has happened twice now. After people end up dodging a que I get booted back to the que up screen and everything seems normal. Though if it happens more than say about two times the lock out timer comes right back up again like nothing happened and forces me to wait another 20 minutes. Look I understand fully that my actions to get this were sound and logical but why is it I have to face a double jeopardy do to their OS? And before anyone says send in a ticket. What is the point of sending in a ticket on a bug they can't do anything about?
