Take a look at C9 Jensen, he had the same treatment as Tyler1 (all accounts to be banned on sight), he worked with Riot and was eventually allowed to play in the LCS. So in theory he could.
I've seen some responses in this thread and others that Tyler can play off stream, this is not true. The reason he can't stream his games is because Riot will ban his account after his game. Riot can't go around banning every Draven 1 trick Diamond account, so it's harder to prove that an account would belong to Tyler without him streaming.

He could get unban in the sense that he can play league again (streaming or otherwise) he cannot get his account unban. As with other cases the account(s) were never unban. They just get to play again on a new account! I'm sure if Tyler contacted a Rioter personally and shown proof of reforming they could come to an agreement.

Probably if he reformed after the first couple times. But after multiple violations? Nah
