20 min leaver buster?

I had to leave because of an emergency yesterday, so I was expected to be put into a leaver buster queue for 5 mins, yet its 20 mins for god knows what reason. Can anyone help me figure out why I have a 20 min queue?

The punishment increases if it gets applied too often. 20 minutes is the maximum.
