So, as soon as I got lvl 3 I got a capsule (thank god for that) but it's been 1.5 weeks and still not another one. Is there a time limit?

That's not the issue here though. The issue is that within these days I've only gotten 2 key fragments separately. Got 1 key fragment one day and then almost a week after I got another one.

Wasn't there supposed to give at least 2 key frags in lvl 3 and above?

key fragments drop rate reduced throughout the monthly cycle.

You are probably approaching the end of your cycle, so it'll take more games for the key frags to drop.

Capsule drops are random.
