Draft pick needs to be available earlier to lower leveled summoners
I can't vouch for new player experience, but blind pick is an absolute soup of people trolling and flaming on smurf accounts if you are just trying to level a new account.

It's unlocked at level 10 when you have a least 20 champions available ( including the free rotation stuff ).
Given that there is about 14 champions in the free rotation you only need to acquire 6 of them, it can be done with 2700 blue essence ( even less with level capsules ) so I'd say it's not that big of a deal it can be done in a few days.
Its still capped behind needing 20 champs. Which in best case scenario you need to have 6 Champs unlocked depending on free week
