I don't understand the punishing system.

Before 1 week I played a normal blind pick with my friend. I went volibear adc and my friend went soraka support. We lost in the early 5 minutes but after them we crushed our enemies hard. When we got to 10 minutes of the game, the jhin started writing "nobb volibear player, unskilled player" I didn't reply because I didn't care and kept playing. But then, the jhin started to write things like "whores", "your mother is a whore" and other ugly stuff to me and my friend for just playing those champs in bot lane. (I just want to say that we didn't write anything to him through the whole game, he wrote EVERYTHING because we killed him some times in the game).

After that game, me and my friend reported this toxic player and hoped he will get banned for what he wrote. I went on a vacation for 5 days without using my pc through it. After it, I checked the account of the jhin player and he kept playing through all this time even if he wrote some trouble things in that game.

I just got my frustrated to think that the guy that wrote some trouble things to me and my friends kept playing without any suspension in his way. I am just sad to think that guys like him won't get banned and players who reform can't get back to the game because of players like him.
