He told me to kill myself irl, but he's still not banned?

I was playing Rammus in a normal game as the jungler, and this Tryndamere in my team was basically flaming me the whole game because he thought i was a trash player etc, while i didn't flame him or comment on his mistakes at all, but eventually towards the end of the game he told me to, ''Go FF (forfeit) your life'' and ''go kys (kill yourself'' irl. I reported him and gave a description about what he said to me but he still isn't banned? I can understand banter/trash-talk or calling someone a noob, but telling someone to commit suicide just because you think they're playing bad in a damn normal game should not be tolerated at all, just insta permaban tbh.
