Is there a way to get feeders punished?

17 out of my last 20 games have had feeders in them...is there anything I can do to get these people punished? I was just chat restricted for using text in a game where I was getting verbally harassed by 3 people and 3 of the people that were harassing me were also feeding really hard. So I used text one time, and received an instant punishment, yet 85% of my games people feed in and not a single one of them receives a punishment. I have reported feeders every game I have had them, but none of them have received a punishment not a single one of them. I have reported them on this website as well but Riot still does absolutely nothing about people ruining 17 out of my last 20 games. Should I just quit playing since I have an 85% chance of having teammates feed in my games and wasting 20+ minutes? No matter what I do in lane, go ahead in farm, take their tower, get my teammates kills, they just feed and harass me. It's not really fun anymore knowing that I can't learn anything when the enemy team has taken 6 of our towers by 10 minutes and I haven't even gotten a chance to see an enemy besides my lane opponent..some help would be nice..I fear that I may have a bad game soon and then get instantly banned for feeding since I was instantly banned for using text

Intentionally feeding is punishable, but feeding in general is not. There is no punishment for having a bad game, or being a bad player. It is only when you actively cross the line into intentionally and specifically throwing the game for your team that it becomes an issue.

No. Feeding is not against rules. Feeding usually just means that opponent played better.

There is a famous example where a player smurfing had 100% WR on teemo over thousands of games, and a 100% loss on TK.

No punishment until he went viral.

Well I do appreciate the information and advice guys, it's much more than Riot has provided me over the months. I'm just going to uninstall and play other games like CSGO/Overwatch where people know how to play and where you don't get banned for using text to communicate. There is far too much to have to account for in this game...I have to try to win my lane and win other people's lanes for them after they have fed, try not to die to people that are fed by teammates, get verbally abused each and every game, try not to die too much to avoid getting banned for feeding, try not to use text to avoid getting banned for using text, all while trying to learn the new runes and champions even though I can't learn much when I just get dove by 2-5 people with 15 kills all in hopes of getting lucky 15% of the games and not having teammates that feed relentlessly. Definitely isn't worth it to deal with all this shit just to MAYBE get 1 good game in per week.
