OOOOH I like rules. I was always that kid who busts out the monopoly rules whenever convenient... monopoly is surprisingly bloody when everyone is punching you in the face...

People with poor internet connection already get punished for DCing. This has actually been a controversy on the other side of it ("should I get punished for bad internet???"). So yes, if they consistently have a bad connection, in a way this is already a rule.

Some people simply don't tilt. Some people don't care enough to tilt. Should they be punished? Maybe they are trying to grind out those last few LP to gold before they go on vacation so they can show their sick high elo mastery to a girl they meet. It might happen...

I mean yeah, it helps to know where your champion is at after a patch, but really this is only of minimal help. Half the time reading them does nothing to prepare you for playing on them anyway. Like with runes reforged.

ARAM is niche and "who cares, it's norms" makes norms no fun. What's fun about ranked is that you know everyone is generally trying their best. So you get to really see how good you are compared to your peers.
Over all I would give your rules a 6/10. I've read far worse, but I've definitely read better.

I think you're playing the game wrong. How about you just play with a team of people? If you think you shouldn't have to be forced to play with other people then you're being a hypocrite.
