typing in all caps complaining, but not flaming any teammates, just getting angry at the game in chat.

Eh, depends. Toxicity is hard to define when it comes to stuff like that.
If it's pissing off the team, being unproductive, and even detracting from the player's performance (they're too busy crying in chat to cs or fight properly), then yeah, it's probably worthy of a chat restriction. It would need to be a LOT of complaining to trigger that, though, assuming no flames.
Lol has unfortunately got to point that typing in chat regarding anything can be considered toxic. Everyone is entitled to their own opinion and if someone reports you then yes riot believes it is toxic. Just don't type and play the game to avoid any unwanted attention.
