That is why the Singed player got banned. (And presumably the Nunu, although I haven't read on the situation for the case with Nunu.) It's not for playing Support Smite Singed. It's for intentionally trolling and ignoring his team and doing dumb shit.
No, being harassed for picking off meta is what needs to be banned, not picking offmeta in itself, think from a perspective of someone that wants to play a certain champion but is called troll every game..
It gets annoying after a while to where you just accept that it is troll and in all chat you agree that its troll, doesnt make the person a troll, (they simply want to be known for a certain champion) it makes Riot's system flawed that won't allow for more flexibility of champions, people know where champions are supposed to go but without flexibility already implemented somewhat 
support wouldn't be played in the highest levels of play and neither would 
bot, Riot is simply picking and choosing who to punish, that is all.
The singed main climbed from silver to plat, and was still climbing before they banned him. And you think he was trolling? What he was doing g was highly effective for him.
The nunu was D1 streamer and also on his way up.
If you watch their gameplay (and with the nunu there's tons available to look at) they communicate with their team more than anyone I've ever played with. They both play the entire map. They gank lanes and cripple the enemy jungler. That's isn't trolling. That's strategy.
The rioter that confirmed the bans, in both cases, said she banned for the high volume of reports, citing that riot likes to let the community self police.
So apparently getting g reported is a banable offense.
The people need to understand that you need the agreement of those whos gameplay you sacrifice when you play extremely offmeta... Then everything is fine.
Riot needs to redefine their definition of trolling then.

Wait WTF? You haven't read about the situation yet you are talking? The nunu player was challenger, He took a break for two years & peaked Diamond 1.
He played against Phreak who is a Riot Employee, He took smite and counter jungled the enemy efficiently & has also helped his marksmen very well while opening more opportunities for his jungler, He owned Phreak in that match with Nunu with Smite. It was a good strategy and it led his team to victory, So Smite on Support isn't allowed but Ziggs ADC is allowed?
