7 years and still no true solution to toxicity?

I need someone to explain this to me because i'm not smart enough to understand it but shouldn't that be enough time to fix something like that? Or was it a problem noticed too late?

Some problems are not fixable. Only managed.

Toxicity will continue to exist in the game so long as there are players that feel like it's nessessary insult/grief/harass other players. And there will always be players like that.

Even if the system was capable of punishing every person immediately after their poor behavior 100% of the time (and that's beyond the capability of any system), it would only punish them after the action has already been done.

It is an extremely tricky problem in game design. Riot have talked about it many times. A recent post talked about why "prisoner's island"* won't work. Very smart thinking about it, and I agree with them.

IT sucks but there isn't much Riot can honestly do when its a free to play game. Sure they could do a hell of a lot better, but not much you can honestly do to someone that can create a new account in a minute and resume being an ahole.

The only people that think twice are people that buy skins.

The least they could do is actually ban people for more than just being toxic. Being toxic I feel is the least negative thing. You can mute someone talking shit in game. What you can't do is stop someone from purposely feeding or trolling a game. Riot needs to learn the difference between a bad game and feeding. Someone doesn't go 2/16 in a normal game, let's be real here. A bad game is like going 2/7, or if you were focused insanely hard, like 2/10. But if you get close to 20 deaths? Yeah that isn't a bad game.
