Someone using hate speech in game.
After, I was talking to The Djinn about IFS.
After yesterday or so there is a player making a threat and reported him but he not even banned yet.
Reason?

The system is not perfect, and occasionally things slip through the cracks or aren't immediately identified. Also, I am knowledgeable about the system but I do not have all the information on how it works -- none of us do. So my statements on IFS functionality are based on typical functionality and not 100% accurate in every circumstance.
None of us will be able to tell you precisely why a punishment was not applied in this instance. If you feel there was an oversight your best bet is probably to submit a ticket to Player Support.
