Is post game lobby not monitored like in game?
I have seen people completely lash out in post game chat, is it just not monitored by the IFB system?

Yes, pre/post game chat is monitored. It helps if you leave a note about the reportable behavior happening outside the game in the comments section.
People think it's not monitored because it's not included in the automated chat logs. That's because there are technical issues with syncing chat between the client and in-game.
