I had a thought a few minutes ago, and was wondering if instead of going to bans from chat, would permanently removing their chat privileges have the same effect, while not having people upset over losing their effort and time they put into an account? or would it not work?

This discussion is getting really old really fast. If they can't vent through chat, it increases the chance that they'll vent in more insidious ways, such as trolling. Furthermore, if they flame enough that they get permabanned, Riot, and the majority of the playerbase, won't give a damn about their time and effort. They agreed to the Terms of Use and the EULA and broke the contract.

I feel like the threat of losing their account would be more likely to convince a player to reform than simply removing their ability to speak but continue to play.

At the same time, if the player is so toxic that they have reached the permanent ban punishment, I think we should try to remove them from the community. Sure, they can come back on another account, but at least Riot is sending the message that if they continue acting that way they won't be able to play the game at all.
