A bit of help please
I was just wondering where the line is between jokes and a logical report, granted these lines are different for different people so if a mod or someone like that sees this could you lend me a hand Thanks!

We used to have a tribunal system, which was amazing. Now we have a "fuck off" system that riot created.
If the joke is offensive, then it could be a logical report. What's acceptable by the community is determined by the community through consistent reports.
I generally just ask myself "is this a thing I would say to a complete stranger?" and so far it's worked pretty well.
