Is riot going to do anything about the people who int?

Why can someone be so confident about running it down mid until they are 0/5 and just say "I don't care I have another account". Why do trolls hold all of the power in this game but not in DOTA (From what I've seen). I've seen players beg midlaners to give up their lane because the support will int if they don't. And no one who ints is EVER afraid of punishment! Why is it like this!?

Because this is free to play and there is no way to reliably connect accounts at creation or block multiple accounts without inconveniencing at least some innocent players.

Its actually very easy to int in a way that the automated system will not detect.
