Allow Dodging?

So, ok, I don't understand why dodging a game in Champ select earns a punishment? I guess, I understand if you dodged more than 20% of the time, but there are sometimes where dodging should be allowed. Like the one time you get a Katarina support, or an Ashe top, or something to that nature. For instance, the game I just dodged, I had a guy want to pick Galio almost immediately and we hadn't even seen their team. The pick order goes (My Team) MF, (Enemy Team), Sona Tristana, (MT) Pantheon (me) Nautilus, (ET) Illoia Rengar, (MT) Galio Yi, (ET) Taliyah. So before we even saw their mid, he locked in Galio, which with teh picks of Sona and Tristana first I didn't agree with his decision from the get go. Then the Taliyah pick at the end was the nail in the coffin for me, plus Pantheon vs Illoai was gonna be a rough lane for me, and our jungle had initially selected Rengar during the pre-pick time. So my lane was gonna be tough, bot lane I thought was a coin toss, mid I was pretty sure was gonna get wrecked, and the range on Taliyah's knock up was gonna be able to cancel and negate Galio's ult at will basically, and our jungle was relegated to a secondary choice. So to me, this is a no brainer to dodge this game, but it sucks because I lose LP, I get a temporary hold on being able to re-enter queue, and if I dodge enough I get a temp ban.

I also think about all the times, that you have time for one game, you get in queue, people are arguing already in the queue maybe you're in a series and you know that game is going to go badly already but you're forced to play it because dodging the game means you lose your series, or maybe you don't have enough time to play the game. Or maybe you get in a champion select and your house starts burning down (exaggerating, but purposefully) or something comes up that you need to leave for. You get penalized, and again if you're in a series that sucks.

So anyways, my suggestion here is to add a 1 dodge a day option, you get one dodge every 24 hours, that doesn't role over, at no penalty to you. It gives you some freedom to pick your games, or more specifically dodge a game that you don't feel is favorable.

Going off meta isn't reportable, nor should it be a reason you dodge a game. I would rather have someone play who they are comfortable with, than play a new champion they know nothing about all because it follows the current meta. With that said i do somewhat agree that there are times when dodging should be ok, but it seems very rarely that it should be implemented. If something like this was to go live, then a lot of people would dodge just for bad matchups, not being able to get their champions, not liking the teammates champions, someone on their team going off meta, etc. Very rarely would it actually be for someone trolling because everyone's definition of it is different.
