Can we just remove the popup and make it the click in client option?

I'd say, "no". The reason they changed it from the optional Client thing to be a bold pop-up post-match is because they wanted people to actively think about Honoring another player. The Client Honor dropdown was seldom used, and its general invisibility as an icon next to a player's name contributed to that.

To add onto this, if you don't wish to honor anyone then feel free to just skip it by clicking on the skip button at the bottom of the screen, but just because you don't plan on honoring anyone doesn't mean that everyone else won't either.

I always try to honor someone, even if its just for the simple act of staying calm. one thing I will never do is honor the person who carried, unless they deserve to b honored
