I had a 2 week ban back in late february I believe and It is now may. Not here to complain about not getting loot, but at what point should I expect to start receiving stuff? My behavior has improved drastically since then btw.

games played since your punishment doesn't earn you loot again. you have to be viewed as "good/positive" by riot. they must still see you as "neutral." i had a chat restriction i wanna say it was 2 months ago. after my punishment was lifted i encouraged teammates, told them it was okay if they made mistakes when they did, praised them when they did something good, and didn't say anything remotely toxic in chat, at all. and i was earning loot within a week of my punishment ending.
