Eloboosted Player Swapped Summoners.
Is there a way to report them directly to riot support?

Sometimes they do things, sometimes they don't. I've reported probably around 20-30 people in the past and have only seen about 5 of them actually lose rewards. Even those that lost rewards, their MMR wasn't reset, so they were boosted from silver to diamond, didn't get rewards because of being caught getting boosted, but then got plat rewards next season because they were able to dumpster their promos and still land in plat 5.
