An Idea for Vlad's Re-Worked "E"
Make his E a Tide of blood that flows outward's, costing a decent amount of health, then he'll sort of suck it back, dragging it back to him, healing him based on the amount of targets hit. If this had a delay before returning, it makes Vlad's damage a bit more avoidable, as well as offering a delay between health cost and health returned. This makes the player decide if they really want to cast it if their health is low enough that they will die before it returns.
