I'm not here to cry. I'm just here to ask if it's really hard for Riot to implement a feature where you can login to your account and atleast access your profile without touching a queue or game. That way, I can recover all my friends on my smurf and make sure I am still in contact with them.

I think there was a possibility to log into the mobile lol app that gives you the ability to chat with your friends from league and it did not check if you were permabanned , you can try this :)

The point is that you are not allowed to have a smurf and it will also be permbanned without any further reason if discovered.

While I don't think this is something Riot actively prevents, it's also not something they're going to put much money or effort into. I would try a support ticket to see if they can just give you a printout of the names on your friends list and let it go if they say they can't do that.
You've got a point, but the whole idea of writing and developing code so someone who broke the rules can recover his friends seems laughable at best.
