Give post-game Honor Flourish to players who receive two Honors in 3v3!

It takes three or more Honors to get an Honor Flourish in the post game screen. I think that's fair, since three players is the majority of the team on a 5v5 map. However, Twisted Treeline players cannot get a post-game Honor Flourish because the maximum amount of Honors one can receive is two. Therefore, I propose that it takes two Honors in a Twisted Treeline match to get an Honor Flourish, because with two Honors, the majority of the team is still voting one player as the most honorable one on the team. Does this sound fair enough?
